Jeff, make sure the float is not touching the bottom of the bowl. i had set mine to the spec's with rebuild kit and after spending the summer in the garage geting other parts restored, i finnall got to the point of filling up the gas and had the same problem- float was varnished to the bottom of the bowl. i set it up for 1/16 clearance. when trying to set the main idle close the secondary screw tight and make shure your thottle is completly closed. then adjust in combination with buterfly adjusting screw on govener linkage until running smooth without picking up the rpm's to much, then adjust the secondary. worked for me Al P.
