CHECK TO BE SURE THROTTLE LEVER CLAMP ON OUTPUT SIDE OF GOVERNOR IS TIGHT. IF NOT, THE GOVERNOR IS WORKING BUT BECAUSE BOLT IN CLAMP ARM IS LOOSE, THROTTLE LINKAGE TO CARBEURATOR IS NOT BEING MOVED. THIS HAS HAPPENED TO ME ON AN "A" AND MY SUPER "A". NEED MORE DETAILS, GIVE ME AN E-MAIL.
