There should be a clamp bolt on a sleeve on each tie rod. The inside rod slides out of the sleeve, with a groove in the rod for the clamp bolt. These grooves locate the correct length of tie rod for each hole in the axle adjustment. The threaded end is only for toe-in adjustment. If your tie rods don't have the clamp bolts perhaps they have been changed and are not adjustable. If that is the case you would have to buy replacements or cut and weld what you have to match your new dimension.
