Farmall Cub brake drums

The tractor never had brakes when I purchased it. I don't know much about them, but it apears that the inside dia. of the drum/hub is worn in excess due to no being tight on the axel. I could be wrong, but it seems to me that it should be a relatively snug fit. There isn't much keyway left in the drum/hub. Does anyone out there know if this is correct? Should the drum/hub fit snugly on the axel and key? Any info concerning this will be appreciated. Thanks
