Super H gov spring

Last night I replaced the governor spring then I bush hogged and it ran fine.Today I was hogging and for the first hour it ran great,then it started reacting slow and didn't want to maintain speed.Any ideas besides replacing the whole gov? Also should there be tension on the spring at all times or only when the throttle is open? Thanks,Governor Bill
