I have a International I9 and I believe you are looking at a International ID-9 with a 335 cubic inch engine. I dont believe that IH made a super I-9 like the M-D super WDR-9 tractors. The I9 is similar to the W9 except it has a foot throttle and a fixed front axle intended for industrial or commercial use. The white smoke probably means that the diesel engine is not up to operating temperature. The big industrial tractors do not command a high resale value as the smaller tractors because of the transportation logistics of a bigger tractor weighing around 7500 pounds or more. If the tractor fits your needs, it is worth what you are willing to pay for it. The trojan bulldozer adds a little value but parts are harder to find for the 335 engine. The I9 was not a common tractor as compared to a H, M, or 806. If appearance and tires are marginal, the tractor is probably not worth over $1000 to $1200. Good luck.
