It sounds like the fuel pump is flooding the carburator. If this machine has an updraft carb like most of the farmall tractors, then the hole in the carb (actually the hole is in the carb air intake line) is to drain excess gas when the carb gets flooded, so it should not be plugged. My guess is the carb float is set too high and not shutting off the gas flow, or more likely, the needle valve and/or seat are bad and not seating well enough to shut off the flow from the new fuel pump which is putting out more pressure than the old one you took off.
