Rhythmic surging is probably not in the electrical system. Electric problems very seldom "come and go" repeatedly or very many times. Intermittant, yes, but not rhythmically. I would suspect an obstruction in the idle circuit in the carburetor. Hold the throttle (between the governer and the carb) closed and see if that kills the tractor. If so, your idle circuit is plugged or mis-adjusted. That's one option available on an A-B-C which you can't do easily on an H-M because on the big ones the governer to throttle linkage is enclosed.
