Farmall 560 Brakes

I'm doing the brakes on my Farmall 560. I've removed the 2 disks and a lot of dirt. This job is being done because all the adjustment was taken up, and although I can feel the brakes engage, there is no stopping power to them (I can push as hard as I want but keep rolling).

The pads are not as worn as I'm used to seeing on a truck (where you can take them down to the metal). They are worn about to the bottom of the grooves in the surface on most sides - is that all the wear I can/should expect?

How clean do I get the surfaces that contact the disks? They appear heavily glazed - do I clean down to bare metal? If so, just elbow grease to get it off, or any short cuts?

My wife is on her way in to the dealer to buy replacement disks but is taking the old ones to be sure they are used up. (More worried about finding the real problem, as opposed to the $$, but $25 per disk isn't cheap!)
