CUB 154 POWER LOSS

I checked the compression for all four cylinders and they all are either 90 to 95 lbs. Is this enough? The tractor cranks fast, and runs smooth. The coil has been replaced. When the 5ft. mower is running, it boggs down when climbing hills. Would it help to rebuild the carb or swap it out with a carb from a IH184 cub model? Or maybe using different plugs? Thanks for your suggestions.
