There should be four stud bolts that screw into the rear four holes of the plate that has the 6 holes. The post with the wheels then fastens to those studs. The front two holes are for a tow bar or other implement attachement that may need to hook on the the steering mechanism. The tilt is toward the rear of the tractor. That is to give it a little caster action so the wheels will turn back straight ahead due to the motion of the tractor.
