I'm not sure if it's true on the 460, but some IH tractors' hydraulic valves are designed to latch in the up or down position, and then are supposed to unlatch when the cylinder reaches the end of its travel. If the hydraulic system has problems (not putting out as high pressure as it's supposed to), the valves don't unlatch. It may be that's what's happening to you?? Are your hydraulic valve handles in the middle (unlatched and inactive) position when you're having this problem?
