Cub Generator

I have a 53 cub which hasn't charged for the two years I've had it until just this week. I tried to get it to last fall, but couldn't get more than a couple of amps out of it. Now, after it sat out in the rain this spring, it charges, TOO mUCH. Today it went to almost 20 amps, so I unhooked the wire from the GEN terminal of the regulator, since that is easiest to get to. Will it hurt to rune the generation this way? I guess I have forgotten most of what I learned about generators 30 years ago. Also, would water getting into the reg. cause this, or what?
