Sputtering under load

Hi Guys
My 1945 H will sometime sputter when under load and the only way to keep from stalling is to very quickly get the govenor back to the idle position.
This can be inconvient when hauling two cord of wood up a hill. Does this sound like a govenor problem or a carb problem?
