Clean out the sediment bulb,check for anything that may restrict gas flow coming from the tank, replace plugs, their inexpensive, check points and replace if needed along with the condensor.
does this occur when gas tank is low, if so gas sloshing in tank might deposit rust,or whatever into the opening above the sediment bulb. i had this problem, i rebuilt carb, didn't need to. i dont think governor is problem.Let me Know.
