The lower shaft is the transmission counter shaft. It has the 1st through 4th gears on it. It has a cap and a gasket over the end of it. Per the Parts Catalog, there is not a seal, because the shaft does not protrude past the cap. Of course the gasket under the cap could be leaking. I think if the Trans is full up to the level plug, that the level is up as high as the transmission input shaft. I'll look at that tomorrow. Could be oil comes up there when you are running, gets into the torque tube which has a low spot and then runs out gradually.
