Larry, you might try lostening the screws on the end of the tube that goes from the governor to the carburetor just move it around a bit and make sure the shaft inside is free. I know if this linkage isn't lined up it can cause a problem. I also understand that the governor spring can get weak over time and needs replacing. I'm going to pull the governor off of my SMTA soon to clean it all up. I don't think it is getting enough oil so need to clean the passage. I had a similar problem with my SMTA and think it was the linkage from governor to carb. Good luck, had the carb off of mine so many times for a while I could have done it blindfolded.
