F400 Governor Problem

I have a F400 that appears to have governor problems when cold outside (>20F). The engine will not throttle down. This occurs even if the tractor is allowed to warm at idle. Warming the engine with a forced air heater seems to help. I now do this prior to starting the tractor. However, if I shut it down and restart later (+30 minutes), the engine will not throttle down. The oil (use CaseIH #1) within the governor housing is sometimes milky. I cleaned the housing with WD40 (plugged gallery to minimize drain back when spraying WD40) thinking moisture was the problem. This had no apparent affect as the problem reappeared. The throttle linkage appears okay. I do note a moderate dead band beginning at approximately the mid throttle position. Any help would be appreciated. Note that I am somewhat intimidated by the governor and carburetor.
