I found this on a old WC Allis Chalmers that came in our yard for scrap iron. Never saw a starter set up like this before. I think someone got sick of cranking it.

Betcha it got scrapped because that threw that crank WAY out of balance!

The flywheel off a car/truck is fastened to the belt pulley drive so would only work if the pulley was engaged; no connection to the engine is made except for starting so no balancing problems.

The system as pictured would work, but unless one had the after-market attachment to engage/disengage with a lever instead of the setscrew, it would still be a PITA.
