Super MTA Diesel Fuel Questions

My SMTA diesel hunts on the governor when mid throttle or idle. Could my problem be staving for fuel due to dirty fuel filters. I was told that can be the issue. I took everything apart and cleaned the water trap which was dirty and the Auxillary filter was dirty but the final filter was good. Is the auxillary the first filter in line? And can I pull start the tractor when repacing the filters so I don't have to make a fuel mess with bleeding. Just had it repainted and don't want fuel all over it.

They only way to get the air out is by bleeding.

It may start if you pull it a couple of miles.
