Are there different voltage regulators for a 2 brush or 3 brush generator. It is a 6 volt system.

Yes they are different and if you look up the # on your gen it will list a different one for the three brush and for the two brush.

I'm more familiar with Mother Deere products but on those the early VR's used on 3 brush gennys had, in addition to the cutout relay/coil, the other (they used 2 coil VR's, NOT 3 coil) relay was a combination Voltage/Current controller but on the later 2 brush gennys that other relay only controlled Voltage, which, obviously still affected current. Bottom line you need the correct VR to match the genny which appears even more important on the older 3 brush units. Im NOT saying one or the other couldnt be made to work if the air gaps and spring tensions affecting cut in and cut out voltages were adjusted and theres an outside chance (even if slim) the VR might allow more genny field current then its supposed to have.

Sorry this isnt any exact answer you may be looking for but it may help understand whats going on. On some tractors the 3 brush gennys only used a cutout relay while the 2 brush used VR's but on Deere they began use of a VR with the 3 brush, maybe it was to get rid of the older gennys in stock???

There are different voltage regulators for different Mfgr's generators and tractors, I have not seen 1 specifically labeled or rated for 2 versus 3 brush's. If you get the correct regulator for your tractor you should be OK.
