I have a JD 3010 gas where the PTO is always on. In looking through the clutch access window the parts for engagement seem to be moving correctly, can the disk be frozen in the "on" position? Bad release springs in the clutch unit? Could the disk be rusted to the shaft so it can not release? Also the PTO clutch brake does not work. Thanks for any any suggestions on what to look for and how to fix.

You'll have to split it at the engine/clutch housing joint to see what's actually going on inside the clutch. Besides the things you listed, the linings could be partially torn off of the disc and doubled up.

Then, you get to split it again between the clutch housing and the transmission to have a good look at the PTO brake. HAVE FUN!
