We have a 1959 Gallion Grader that we need a carburator kit. The current one is a Zenith, we need to know if it is a Wisconsin or Continental motor? Where on the motor can we find this information?

Galion graders used a bunch of different IH engines, but others were used occasionally. There should be a tag on the engine somewhere, often on the side of the block, possibly under dirt, grease or paint. If not, any numbers/letters you find might help.
By Wisconsin, d'you mean water cooled?? I think they were all phased out by 39 or so.
You might also check for a Galion tag with a Galion model #; should be somewhere relatively visible if still there, or if any name painted on. Chassis serial # should be "...stamped into the grader frame, front lower cab area, left side..."

Take a look in zenith fuel systems site, I think there are cross reference charts for applications, I remember finding info on kits for my old caterpillars pony motor carbs, one would think you might be able do the same, and I would be confident that something should be available.

I know that on the old downdraft heavy cast Zenith carbs on those pony motors, a good cleaning can really help, and I'm sure there are kits available, I've gotten away with just doing a cleaning on these so far, they seemed to have run well after, and I think I may have made gaskets up from sheet gasket material from napa that I had on the shelf. Always nice to get the kit, but in a pinch, the zenith carbs I'm familiar with are a simple design and easy to work on.

If its a 303 its likely to have an IH/farmall 560 engine so the parts are the same. The 303 used IH engines and oilver trannys and rear ends. I sold one a couple years ago and learned fast

If you are lucky the carb will still have the brass tag on it get the number from that and then go get the kit for that number.
If not then look on the engine it will have the name on it someplace.

Check to see if your Machine does not have a IHC SD Series Engine. SD's were a Truck Engine some times used in Farm and Construction Machinery. We had one with an IHC WD 9 Gas Start Diesel engine. You started it on Gasoline and after warm up you switched it over to Diesel.JC
