Throttle Friction Washer Question

Hello,
I have a problem with my throttle lever not staying in full throttle position. I disassembled and put in a new cork friction washer and it will not stay in the full position. I pushed the tension spring over to full tension position against the cork washer and the throttle will still not stay full throttle. Any help would be greatly appreciated.

My IH had a spring that was supposed to push on the friction washer, but the mechanism had siezed up and it was not pushing on the friction washer.

Your reply was insensitive and not helpful. You need to be more courteous.

I had the same problem on an old Ford. Someone had put a return spring on the throttle linkage. There should be no return spring on the throttle linkage so when I took it off the problem was cured.
