Massey 399 cold starting questions?? snow is flying!

I bought a nice Massey Ferguson 399 but no manual came with it. The ITT manual says nothing about starting. My question is, how long to hold the preheater on before attempting to start? The problem is compounded by the starter solenoid not engaging every time. That"s probably just a lubrication problem as the starter is new, but just haven"t had time to yank it off and check it out
Finally, any good suggestion as to where to install an engine heater other than a frost plug model

I HAVE A 383 AND IT DOESN'T HAVE THAT OPTION JUST A BLOCK HEATER.HOWEVER MY MANUAL SHOWS THE STARTING PROCEDURE FOR THE 399 AND IT SAYS TO HOLD IT FOR 15 OR 20 SECONDS

On our Ollies it's about 30 second when it's above freezing, and about 1 minute when it's colder.

Some preheater systems have a "Wait to Start" light or other such indicator to let you know when it has been on long enough. Yours might have such an indicator. Most preheat systems, such as the one on my Cummins' have you go for 30 to 60 seconds until it has warmed up enough. HTH
