On the steering column just below the gas lever there is another leaver just like the gas lever.
What is that lever for?

RayP is correct. Is your tractor a gasoline burner (one tank) or is it an all fuel? (2 tanks)I believe they put this lever on all the A's and B's even if they were gasoline burners and came without shutters. Anyway, shutters are good, even on a gas burner to get them warmed up properly.

The gas burners came with the shutters but they were removed because they would make the tractors overheat even when open, same with the all fuels and all years were the same with over heating. Had a 38 A, 46 B, 49 B, 50 AR, 51 A

The lower lever controls the shutters. The shutters are like a venician blind in front of radiator, and are used to control the air flow thru it. This is in place of a thermostat for controling engine temperature. Your tractor uses thermosyphon cooling, thus no water pump, or thermostat. Some older JD's were retrofitted with a water pump, and the later tractors had one, but not your B.
