I would suspect some trash floating around in the tank that momentairly blocks the tank outlet. Mabey leaves or something of that nature.
Remove the shutoff from the tank and clean the tank and screen on the shutoff.

Did you change oil in the injection pump whenever you changed in the engine? If not the governor sticks. Did you change the fuel filter? Is there good fuel flow from the tank to the filter, do not blow back through the line unless the fuel tank fill cap is off and the engine is cold and no heat source around, this should be done by a person who knows what they are doing and be carefull.

Good grief, how steep is that hill? have you tried using a lower gear? How much fuel is in the tank?

The hills are the way to another farm over paved roads. It was pulling the hills good until it just stalled.
