An earlier post mentioned a rome plow. What are they and where are they used?

I think they're referring to a very heavy offset disc, usually about 7 or 8 feet wide, but with serrated disc blades up to 4 feet in diameter- I've only seen them used on construction sites, to disc down the fill for compaction. Generally pulled by large Cats.

Rome is a brand name. They made heavy tillage equipment and were bought by Cat some years ago. The Rome Plow Company started making tractors when they bought the Woods Copeland Company out of Texas; makers of large horse, articulated four wheel drives. The Rome tractor line was bought by a farm family outside of Vicksburg Mississippi, who squandered the assets and never made any tractors so the company went back to Rome by default and law suit.

Mr. Wilson is right its a brand name. Around here (Alberta Canada)it usually refers to a large, heavy, single offset disk with notched blades. It is used to break cleared land and also in road construction. They are usually only 8 to 12 feet wide and pulled with a Cat D6 or D8.
