Sealing Head studs white 2-155

i have been overhauling a d5000 Hercules in a white 2-155. I removed the head studs in the block and cleaned the threads with a tap. Then i reinstalled the studs and used a high temp thread sealer and let it cure for 72 hours and i still have the problem of water leaking out the stud bolts on top of the head when i apply 7 psi to the cooling system i still have water coming through the head studs.

??? Do those bolt holes go in to the water jacket? Sounds like a head gasket problem or cracked head if not.

Yes bolts go into water jacket. Head was gone through and checked by a machine shop and all valves replaced.
