another question, may sound dumb but what is blow by? its oil getting past the pistons right? and how can i tell if my tractor has any blow by? thanks

Blow by is hot gasses from combustion getting past the rings and into the crankcase. The most obvious indicator of blow by is a lot of smoke or vapor coming out of the crankcase breather tube, especially when the machine is pulling hard.

What about a small amount of oil coming out the breather tube? Is that considered blow by?

Oil on/out of the tube is pretty normal, one drop every 15 nim or so is likely on some engines being worked. The drips are a result of oil vapor condensing on the Cooler inside of the exposed tube and running down and off.
Weak, stuck, collapsed, or broken rings will be the prime cause of excessive (oily clouds of escaping combustion products). All crank cases must breathe. Todays engines use positive crank case ventilation valves to do it. Old farm machines drifted from draft tubes on the side of the engine to air cleaner hoses to the valve cover, and finally to PCV systems. JimN
