Well I removed the new cable since it didn't fix the problem and took it back. Well when I was doing that I found that the clutch control lever was broke. It is the part that the cable hooks to and is clamped to the throw out bearing rod. Since it was broke it was slipping so the clutch would not release. $20 and now its fixed. Thanks guys for your ideas

Our tracker had a frozen clutch cable from the dust boot being torn up and I managed to break the weld from the pedal arm to the shaft that pulls the cable. What a pain to get that out without taking out the whole dash!
