Tractor tire sizes, how to figure

I know that this has come up before but what do the numbers mean when determining tractor tire sizes.

In bias tires for the time being at least you have 2 numbers. The first number is the width of the tire. An 11.2 will be 11 and 2/10 inches measured at the widest point in the bulge of the tire. (as in you are standing behind the tractor) Older tires do not have the decimal point and they are measured at the bead width such a 10 inch tire goes on a 10 inch wide rim and is the same as an 11.2. The second number is the diameter of the bead. The bead of the tire is the part that makes contact with the rim.

Wasn't the old tire size measured at the base of the tread and not the bead width? The bead width can vary a lot with rim width.
The new tire sizes are measured at the widest point with a specific rim size for tire width. 15.5X38 is measured on a 14 inch rim... Gene
