OT Cummins question

does anyone know why the sunvisor in my 2003 Dodge 2500 says "at start up, when below 68deg. press accelerator to 1000rpm then release." I've been doing that, but can't figure out what it accomplishes, the rpms go back down to idle speed. does anyone know why the Cummins people want us to do this? This is the 24 valve, common rail injection, H.O. Cummins if that makes a difference.

I think that you should press the cruise control at the same time
