Brent: do some diagnostics first, and then report back for more ideas. This is pretty basic Red Belly repair..... ...
Pump in the bottom, lift cylinder up top. There's a metal pipe running between them. If you pull a side cover and see a fine atomization of spray when the lever is in the 'UP' position, you have a leak in that pipe. Or perhaps the pump or one of it's components might be failing, like the pressure relief or pressure control valve, or maybe the pump is functioning just enough to lift it's own weight and no more, and then you need a pump overhaul, which is pretty easy.
Or maybe everything is working fine other than the lift cylinder is worn, in which case you need a new piston and rings up top, or piston and 0-ring if you go with the more modern NAA cylinder.... Again, an easy job. A hydraulic pressure guage, plumbed into one of the aux ports, will tell you how much pressure is actually getting up top to the lift. Off the top of my head, it's something like 1600-1800 psi for a good working 9N.....might be low w/ that figure..
Are you using heavier oil or lighter hydraulic fluid? The system is designed for a heavier, 1939-era oil, and a lighter fluid in a worn system will conk out first.
Do some diagnostics first, and somebody here will help you through it...
