Got a 48 C and wondering who makes the best overhaul kit? I have between 85-100% leakdown in every cylinder and 95 psi or less compression in all cylinders so I am looking to do complete rebuild, any good advice?

If all compression pressures are close to 95psi, things may be OK. Cannot understand how 85%-100% leakdown and 95psi can go together unless it is a diesel.
If leakage is really bad, compression would be very low and you would be easily be able to determine where it is leaking to.
May only be valves not seating/sealing properly.
You need to be a bit more specific in what you have, what you have done, how you did it and whether valve clearances have been checked and in spec. before diving in to overhaul kits.

Thought the same thing. The reason about overhaul is because when I had the plugs out doing the leakdown test all the air was coming out the other plug holes. While it was running smoke was bad out of the valve cover breather. I planned on looking at the head 1st when I take it off, but also leaks oil front and rear so I planned on replacing the seals also. Any shortcuts on time would be greatly appreciated. Thanks

First, a leak down test is done on each cylinder individually with both valves closed. If you did that, you have a perforated head gasket from end to end or no inlet valves!!
95psi is very good if it is a distillate burner.
Does it burn oil? - plug condition.
Is it timed right - too early would increase blow-by.
Was orifice plate (throttle) fully open for the compression test?
These tests should give a good idea of engine condition - valves, rings/bores.
Along with oil pressure (even a pressure test on this system when engine is out) and other factors should indicate where troubles may lay. Sounds like you at least need to pull it down for some repairs, so a carefull check then is the only definitive way of determining exactly what needs changing/repairing.
