Are cotter pins sized to the hole diameter or the lenght through the nut or both?

I've noticed that some cotters fit thighly in the hole, but seem to be to long, so can they be cut in this case???

Both.

Yes.

You should use the largest diameter that will fit through the hole. No problem with cutting them if they"re too long, just make sure you have enough length left to fold the legs over.
