on rear tractor tires is the first the with and the second rim size? could i replace the 12.4x28's on my tractor for 13.6x28's or 11.2x28's? just wondering what i can do because im looking for a set of used rears well these all fit on the same rim?

You can safely go one inch larger or smaller than your rim width- using old size markings. ie, eleven inch wide rim can go down to old size ten inch tire or up to old size 12 inch tire. Current decimal tire sizes are measurements at widest portion (bulge) of the tire.

Yes.
A given rim size will work with a range of tire widths. THe rim size also includes a measurement between the flanges. One size larger or smaller is usually not an issue. A good tire store (with a clerk that is interested in your continued business) will make sure to sell correct tires.
Bigger means more traction, and more ground speed in each gear. Factor that into your decision.
