Ford 961 throttle bellcrank question

My Ford 961 throttle bellcrank had a spring which has been broken since I bought the tractor. The tractor runs fine, but when I am using the tractor the throttle slowly creeps down (ie, the rpms decrease). I am not sure what this spring did, but am wondering if this is the cause of my problem.
I have tightened the spider spring washer, but this doesn't seem to help.
Does anyone know if this will stop if I replace this spring Thanks!

The other end of the spring hooks to the small tab on the underside of the battery tray near the side you slide the battery in from.

It seems like either the friction pad is oil soaked and or missing or just wore out. You can make one out of cork gasket material.HTH Richard
