4000 Ford Losing water from radiator

I have a 4000 Ford 3 cylinder Diesel 72 model.I had water in the oil and oil in the water.I removed the head had it pressure tested and reinstalled.Then after using all summer the radiator busted at the top.I replaced the radiator,radiator cap,and thermostat.I have ran the tractor and drained the water from the block several times to get all the oil out of the water.Now I am losing about a gallon of water per hour of run time under a load.There is no water in the oil or oil in the water,where is it going?There is a few drips(of water)coming from the overflow on the valve cover,is this normal? I have filled with water and ran for about an hour several times,same thing.The tractor has always had to have ether to start,but runs good after warm-up.Is there anything left to try before a new head gasket? Thanks.

I removed the head and the gasket looked good. I cleaned the head and checked with a straight edge for levelness. I found that there are 3 plug(freeze plugs) in head by the valves two of those had a small pin holes in them. I am pretty sure that this is my problem. Thanks for all the help.

It could be the intake manifold gasket. There is a water port that runs through the manifold and the gasket is narrow and have a reputation of blowing the gasket. Then is will burn it through the cylinders

I had this happen on my Deere and it was pitted wet sleeves and I had to do an in-frame. I don't think your engine has sleeves, but there might still be pitting of the cylinder walls. I have heard of it happening on the 401 six sylinder parent bore Ford tractor DIesels, and I have seen it on Ford-IH IDI pickup diesels. Just a thought, the other post has a good idea but you might keep it in mind if none of the other tests show anything. I believe you can sleeve the block if it comes to that, but I hope it doesn't, good luck.

Look in the header tank when the rad is full and check for bubbles coming from the combustion chamber into the cooling system. I am surprised, if you are losing about 4l/h, that you can"t either see the leak if it is external or get an hydraulic lock in a cylinder (or water in the oil).
Try a pressure test on the radiator and see if it is dropping rapidly.
Two questions: Are you filling the rad totally up to the filler neck when measuring this rate of loss? (the rad will initially lose water fast as that would be over-full),
and how did you tighten down the head when you refitted it (if you did, as your post is not a litle ambiguous on that point)?
Oh!, and a third - is the water pump leaking when running and up to temp?
