What I have had experiance with are John Deere and Ford. The lock will not engage unless you are moving and to release hit a brake pedal like for turning

On my 135, you need to turn the wheel (right or left fully, I forget which) while you are moving.
That makes the lock release.

Eddie: I haven't had any experience with M-F, but my thoughts would be go to M-F or Ferguson page with this question. Most diff locks the pedal is spring loaded. When you push down it pushes a plunger in. Problem happens when you let pedal up the plunger is sticking and does not pop out. Usually this is just a cleaning proceedure to cure. We do know your diff lock is still working, thus I would expect you have a simple fix.
