Farmall Cub Engine HELP

I'm having trouble with my farmall cub. Pulled the engine apart after years of sitting and found #4 cylinder stuck. Honed and put in new rings and rod bearings in all 4 cylinders, rebuilt carb. Engine now runs but has severe power loss and backfires a little through carb when under load at low RPM's. Lowering the float level cut the backfiring down, but it still does it. Tried some different timing settings with no change. Valves seem seated well and move ok with no broken springs. Possible valves on #4 stick a little, but I'm having trouble believing that's all that's going on. How likely is it that the cam is worn? Any other ideas?

A lot of times backfireing is caused by a carb set way to lean. Meand to me that you still have a carb problem, main jet clogged etc.
