sloppy shifter

Is a sloppy shifter (tractor) most likely due to worn shifter forks or a worn out transmission or both? Thanks.

My 300U shifter is worn. It"s got a rectangular end that slides back and forth and sideways inside top of trans. Every now and then when going from one gear to another it gets locked in two gears. So I pull it out, manually move the gear slides with a screwdriver or whatever is handy. Three times now I have built up weld on the end of the shift lever and grind it back to the rectangle shape.
