Super c with a C135 engine

I purchased a 51 Super C and it has a C135 engine in it. In the front right corner of the engine where i believe the Governor should be is a resevoir with a screw off cap. The resevoir appears to be empty but the engine oil level is full. Is this normal? Is this the governor? any help is appreciated.

Yes that is the governor housing, its also where you add oil for the crankcase. I should appear empty thats normal.

Just guessing here since I don't know much about that tractor but, a lot of farmalls have that and its where you put oil in to the engine. I have a 300U in the shop right now with that and its the engine oil fill cap
