Driving down the interstate the other day and a truck switched lanes in front of me and kicked up a rock and cracked my windshield. Took the info off the truck and emailed the co. Their response; road debris, use your insurance.
Are they just Ao's or is the way it is?

reminds me of the time my wife on her way to work got hit by a potatoe sized rock into the middle of drivers side. This as a gravel hauler from a newly opened quarry passed in the oncoming lane. Wasn't just a chip but a huge spiderweb crack circles that penetrated to the safety side of things. I told her to call the trucking outfit. They hemmed and haawed. But I told her that I drive the same road too and they could either fix her car's windshield or fix about a dozen truck windshield's. Which will it be. After that message was relayed, the boss got on the line. He explained that they get lots of calls about insignificiant chips but he agreed to stop at her work office and take a look at the "chip". After taking a look at the smashed windshield he arranged and paid for a new windshield and appologized. In my case it was a gravel truck, don't know what yours is truck wise. trg

A very simple rule of thumb on this is, if it fell off of their truck, such as an unsecured load, they should have to pay, if it was picked up off of the road by a tire on their vehicle, not their fault. So from what you have said, I would say they are correct.

Exactly, no trucking company can control what might be laying on the road.
