Wow that is an old picture. Okay I believe I know what it is they are doing. It has been a while but, used to be involved with filling tires on tractors. They used to have a part that would thead onto a garden hose and then it would thread onto a valve stem. (The schrader valve would have to be removed) The method in the picture uses gravity to flow down to fill the tire. When you want to empty the tire you would put remove the schrader valve and then put roll the tire to place the vavle stem at the bottom. Now the wieght of the tire will push the fluid out. Not sure if you can get the adapter for a garden hose anymore. I'll admit we used pumps to pump the fluid in and out of tires as needed. Contact your local Farm tire dealer if you want the adapter.
