Maybe the previous owner didn't use " olive r oil" in the tractor? Sorry, I couldn't resist.

Probably just condensation if the oil on the stick looks ok (not milky colored) don't sweat it

It sounds like you have moisture in your oil. This is pretty common among tractors that have layed idle for long periods of time. Before you stress over it being anything else, clean it out and change your oil and filter and other fluids as required. Then get it out there and work it real good. After this you can then examine it for other possible causes as mentioned previously.

Well, it could be you are getting blowby and the oil vapor is mixing with outside humidity. I had an old oldsmobile that did that. Is there anything like the same substance around mouth of the crank case breather?

Blowby is when your rings while not neccesarily bad aren't seated or sealing as well as they should and some of your compression is wasted blowing by the piston and into the crankcase. Exhaust gasses and moisture are the exhausted through the breather element. I'm not familiar with your tractor but the breather element is probably wire mesh and incorporated into the oil filler cap. Gunky whitish grease lookin stuff is usually nothing more than a sign of an engine that hasn't been operated often, long or hot enough to keep the water burned out of the engine. Just clean it all off work the oliver for a good while coupla hours and get her really up to temp. If the problem continues probe deeper but it doesn't sound at all seriuos at this point to me.

There may be exhaust getting past your rings on the power stroke or mixture past on the compression stroke. This can blow oil vaporized about in your crank case it also somewhat pressurizes your crank case. This exhaust looks for an escape route usually through the breather (generaly a hollow pipe dumping near the bottom of the block) I confess I don't know much about Olivers. Blowby is usually worse in well used tractors and less likely on a fresh engine.
