whats the best way to change starter rotation on a delco starter?

Even if you reverse it, the starter drive (Bendix) will not work in reverse, and depending on the model of starter, the spline the starter drive slides on may be the wrong pitch,(LH instead of RH, or vice-versa), which would prevent swapping the opposite rotation drive on that armature.

Like Bob M says you can rotate the brushes 90 degrees in relation to the field coils,or you may be able to get a used or new reverse rotation armature. Many tractors use basically the same starter,but the type where the starter plugs into the rear of the bellhousing rotates opposite of the type that lays alongside the engine block. The offset from commutator to armature windings is opposite for the different rotations,as is the drive and often the shaft splines.

There’s really no “easy” way. You could accomplish it by removing the rear cover (carries the brush holders), rotating it exactly 90 deg and putting it back on. But this requires rerouting/reconnecting the heavy copper bus straps between the field windings and the ungrounded brusholders, drilling new holes in the cover for the thru bolts and probably grinding off a locating pin. Keep in mind you’ll also need a complete new starter drive (either bendix or overrunning clutch assembly) for the opposite rotation.

You’re probably better off buying the right starter - and maybe trade the one you’ve got as core...

Don't know if there is a "best way". Reverse the field connections. That would require some heavy soldering.
