Like Fred said, you really should buy an owners manual from a MF dealer. The Ferguson governor is quite touchy and if any one of the adjustments are wrong ,yours, and many other symptoms appear.

There is an adjustment screw on the timing cover housing (left side of engine)that damps the governor. Screw it in very slowly, 1/4 turn at a time, and see if it helps the problem.

Sounds like you need to buy the tractor manual so you'll know how to check out the different systems on it. It appears to me like the governor is out of adjustment, but not knowing the rest of the story...you better check out the three filters in the fuel system. One in the tank, one in the settlement bulb assembly, and one in the elbow on the fuel line where it goes into the carburator. Take the line off at the carburator and if it doesn't "pee" a good stream...blow it out with an air hose...but first remove gas cap and stuff a clean rag in opening so you won't get gasoline all over you. Report back if you found out anything positive or otherwise so someone can help you further. Fred OH
