not charging

I have two tractors that I am having charging problems. 1 Ford 600, amp meter shows charging 5 amps and 6.5 volts. The battery doesn't charge while running, it won't start after it is turned off.
2 Farmall Super A amp meter shows 10 amps and 6 volts. A hydrometer test shows low charge even after running several hours. Starter turns slow when cold.
Both tractors have voltage regulators. The test on both tractors were done at about half speed. The hydrometer test on either battery doesn't show any dead cells. It seems the charging voltage is to low. Any help would be appreciated, Thank you, Bill

The batteries need around 7.5 volts for charging.

If you have a voltage regulator, it may need to be set up, or if the "A" has no voltage regulator, the charging rate is increased by turning the light switch to the first position CW.
