Does your unit have the two stage clutch, where you press the foot clutch all the way down, and then engage the PTO, and the PTO starts when the pedal is halfway up, and then your forward motion starts near the top of pedal travel?

If you have this type of setup, the PTO clutch plate may be stuck to the flywheel or pressure plate by rust. Try blocking the clutch pedal all the way down for a couple of days, and see if that loosens it. Sometimes the plate will spring free if this is done.

This just came up in the Ford section - yes a x6x Ford has the 2-stage clutch.

First, is your clutch pedal in the 'up' setting so it is all the way up? There is a clevis with 2 holes that pins to the clutch pedal, one setting makes the clutch lower & easier to use, but doesn't let you use the pto. The other setting raises the pedal a lot, & lets the pto clutch disengage. You need to push the clutch pedal all the way to the foor for the pto clutch to let go.

Otherwise, your pto clutch could be frozen, or something worn out.
